Clans: Name: Isamu Members: Taison Location: Unknown Backround: Unknown Jutsus: They are adepted at summoning jutsu or combat jutsu. Summoning is their specialty thanks to their bloodline's ability. Skills: The clan can use half the chakra needed to perform summonings. They are great with summons and taming them, and are skilled in swordfighting.

I don't think so. The Rinnegan is flat out broken as it's potential makes the user a one man army. Hell, without even counted the six bodies shit, which I'm not sure was the Rinnegan's doing, I'd say it's more broken than the sharingan.

Well. Then I'll keep this one. Hopefully just having those two things to it will be able to get it accepted.
You have the one skill that makes the Rinnegan broken and another skill that makes this even more broken. Not only can you use any jutsu, but you can use it it at a reduced cost while the Rinnegan could only do the former.
