Background:Kuroi was found washed up on the shores of the sand nation, with no recollection of who, or what, has happened to him. His bijuu, The shukaku, doesnt remember a thing either. A passerby happened to notice him passed out on the beach, and carried him to the sand village. When Kuroi awoke, the doctors informed him that a very strong seal and been inflicted upon him, leaving him without any memory of his past. The doctor went on to tell him he used to be a kazekage of the very village he was in and the people were very happy to have him back.
Kuroi has since spent his time trying every possibility to remember who he is, and looking for a solution to his amnesia problems. With the help of the Kazekage, he has been helping the sand village with missions while solving personal problems on the side.

Ok what I'm guessing is that the 3 is the shukaku's chakra. There's no way a bijuu has less chakra than any human. Either way I don't care bijuu powers don't work on Rio so I can approve without regreting it.

i now that kuroi doesnt get all of his chakra that could kill him, he just gets like half....that and i had to keep it in the 40(the stats i mean)
